She was among the early hospice advocates who helped secure passage of the Medicare Hospice Benefit in 1982 and contributed to the development and later revision of the Medicare Hospice Conditions of Participation. More recently\, she has worked with CMS on implementation of the HOSPICE Act and represented hospice and palliative care providers in addressing Medicare policy and payment issues. \n\n\n\nJudi holds a Master of Public Health from the University of North Carolina at Chapel Hill and is Certified in Healthcare Compliance. \n\n\n\n\n\n\n\n\n\nPlenary speaker Leslie Emerick\, MPA\, serves as WSHPCO’s Public Policy Director and brings more than 27 years of local and state government\, public policy\, and legislative experience. She founded her government relations firm in 2006 and currently represents eight health care associations.Leslie’s public service experience includes serving as an elected Douglas County Commissioner and nearly six years as a legislative liaison for Washington state agencies.
